The operator's own case study names the three parties and their roles: “自2015年起,由前海管理局牵头统筹、前海建投集团组织引导、前海数科研发实施” (“since 2015, coordinated by the Qianhai Authority, organised by the Qianhai Construction Investment Group, researched and implemented by Qianhai Digital City Technology”). The provincial department's page carries the same two companies as the report's authors: “深圳市前海建设投资控股集团有限公司 深圳市前海数字城市科技有限公司”. It describes the result as a city-level 3D spatial information model with BIM and GIS at its core, and states “前海数字孪生城市平台已建成” (“the Qianhai digital twin city platform has been built”).
Caveat
Qianhai Digital City Technology is the implementer rather than the sole builder: the same account puts the Qianhai Authority in the lead and the Qianhai Construction Investment Group in the organising role. The provincial department's page is no longer online and its wording was read from a web archive capture of July 2024.

The provincial department's report lists the platform's contents as model quantities: “创建整合了…150个房建项目共600栋建筑三维模型、50公里市政道路BIM模型、9座桥梁BIM模型、193公里市政管网BIM模型、6公里综合管廊BIM模型” — 600 buildings from 150 building projects, 50 km of municipal road, 9 bridges, 193 km of municipal pipe network and 6 km of comprehensive utility tunnel, all as BIM models. ITS114 republished the identical sentence, crediting the provincial department as its source. The operator's own project page published three months later gives a materially different inventory for the same platform — “单体建筑模型296栋,市政道路43.3公里…综合管廊和地下管网227公里” (296 buildings, 43.3 km of municipal road, and utility tunnel and underground pipe network counted together as 227 km).
Caveat
No source says more than 600 buildings; the reports give exactly 600. The provincial page has since been taken down and both it and the ITS114 republication survive only as web archive captures, the ITS114 domain no longer resolving at all.

Caveat
Four months earlier the provincial department's report described the same three bays not as running but as the focus of work still under way — the platform was being built on top of the existing city-level BIM models. Neither account names a launch date or says what “running well” is measured by.

The same case study elsewhere says the platform already “integrates model data for Qianhai's 120 square kilometres”, so the two statements describe coverage differently. No date is given for when the wider area is due.

ITS114 carries the same sentence. The operator's own page counts the same platform differently: 296 buildings, 43.3 km of municipal road, 9 landscape bridges, and 227 km for utility tunnel and underground pipe network together, with the model library given elsewhere as 1.38 TB.
Caveat
Sources say exactly 600 buildings, not more than 600. The same sentence also counts building projects twice over, as 150 in one clause and 49 in another. The provincial page has been taken down and its wording survives only in a web archive capture.

Where it does describe live data, the data feeds planning assessment tools rather than operations — “在三维仿真底盘上接入实时流量数据,建立片区活力、设施服务均好、交通可达等规划评估工具”. Its claim for operations is that the platform “强化了城市级统一监管,提升了城市安防与应急管理水平”, without naming a sensor network or a figure.
Caveat
