Separated the bus and taxi fleets (the World Bank dates the taxi conversion to 2019, not 2017), removed the unsourced charging-point count and the arithmetic built on it, corrected the operator field to the city's three municipal bus companies, and recorded a complete claim array with source dates.

WRI: "The city's buses are the world's first 100 percent electrified bus fleet, and its largest", and the switch was "announced at the end of last year" (the piece is dated April 2018, so end of 2017). The World Bank case study states that "Shenzhen became the first city in the world in 2017 that fully electrified its urban transit fleet of 16,359 electric buses." ITDP: "By the end of 2017, a total of 16,359 electric buses had been implemented, making the city's entire bus fleet completely electric. This made Shenzhen the first city in not only China, but the entire globe, to realize the full electrification of its public transport." (The locator points to the WRI article; the World Bank report renders in two columns, so its equivalent sentence is not one contiguous string in the extracted text — the phrase "16,359 electric buses" locates it there.)
Caveat
The "first in the world" ranking originates with Shenzhen's own authorities and is repeated by all three sources; none of them describes an independent survey of other cities that would establish the claim. The World Bank study also notes that Shenzhen Bus Group itself finished converting its own fleet in June 2017 with 6,053 electric buses, so the citywide milestone covers three operators, not one.

WRI attributes the transition to four non-technical tactics: national and local subsidies, leasing instead of purchase ("some bus operators in Shenzhen lease vehicles from manufacturers"), optimised charging ("bus operators collaborated with charging infrastructure providers to furnish most of the bus routes with charging facilities") and a lifetime battery warranty. The World Bank case study is organised the same way, devoting whole chapters to the business model, vehicle acquisition and charging infrastructure rather than to battery development.
Caveat
One of WRI's four tactics — the lifetime battery warranty — was a way of handling technological immaturity, which WRI names explicitly. The claim is therefore about where the difficulty lay, not that battery performance was irrelevant.

ITDP carries this exact figure and attributes it as the entry does: "According to the statistics from the Shenzhen Municipal Transportation Commission, the 2017 data shows a total reduction of CO2 emissions of 1.353 million tons." The World Bank case study reaches a far smaller number by a different method: modelling emissions from electricity generation as well as from the vehicle, it finds "the annual GHG reduction of the SZBG from bus electrification would be 194,000 tons of carbon dioxide" for Shenzhen Bus Group's fleet. Even scaled from SZBG's share to the full citywide fleet that is roughly half a million tonnes, well under the authority's figure.
Caveat
This is the transport authority's own reported figure, not an independently audited one. The World Bank's own calculation, which counts the emissions of generating the electricity the buses use, arrives at a substantially lower annual saving.

WRI's article is built around this conclusion: the four tactics that made Shenzhen's fleet affordable were subsidies, leasing ("This greatly saved operators' upfront investments, and reduced the need for debt financing"), coordinated charging and a battery warranty — all commercial or operational instruments. The World Bank case study frames the same lesson structurally, with Part II covering "Business Model and Implementation" and separate chapters on acquiring vehicles and acquiring charging infrastructure.
Caveat
Both sources also record limits that the lesson leaves out: WRI notes Chinese cities typically need about 100 percent more electric buses than diesel buses because of range, and the World Bank identifies land availability for charging stations as the binding constraint in Shenzhen.
