The state portal reports the opening date directly: '12月10日,全球最大单体自动化智能码头和全球综合自动化程度最高的码头——洋山港四期码头正式开港' — on 10 December the Yangshan Phase IV terminal formally opened.
Caveat
State media. The same report gives the design throughput as 4 million TEU initially and 6.3 million long term, which is lower than the figure this entry carries in its impact line.

Caveat
The 2014 approval puts the total berth length at 2,800 m, while this entry states a 2,350 m quay. The two figures are not reconciled here; the approval describes the approved design, the entry describes what opened.
