Claims, one by one

The text below is copied verbatim from the published record. Each claim names the source dossiers that carry it; caveats stay attached to the claim they qualify.

Claim 1 clm-e40d20aa257c4272 quantitative
HSL opened its Journey Planner (Reittiopas) interface to developers in 2009-10
Published field
snippet · verbatim
Mapping
mapped · no interpretation or interpolation added by this file
What the mapping says
HRI history: in 2008 developers discovered the existing interface; in 2009 the Apps4Finland organisers asked HSL about open interfaces and 'the decision is taken to make the interface public and to document it'; in 2010 'the open interface to its data is made public'. The HRI catalogue entry for the API dates from 16 March 2011.

  2. Helsinki Region Infoshare (authority)
Claim 3 clm-ad2fcfd66f83cb35 quantitative
HSL went on to co-develop Digitransit, an open-source journey-planning platform released in 2017
Published field
snippet · verbatim
Mapping
mapped · no interpretation or interpolation added by this file
What the mapping says
Forum Virium (2019): Digitransit 'has been developed in Finland by HSL, LMJ and Traficom' and is open source. The 2017 release year comes from the European Commission's OSOR case study.
Caveat
The 2017 date rests on the OSOR case study alone; HSL's public-transport data was already running through Digitransit services alongside the older Reittiopas before then.

  1. European Commission Interoperable Europe (independent)
  2. Forum Virium Helsinki — Estonia adopts journey planning service first developed in Helsinki (19 Aug 2019)
Claim 4 clm-ba04c0f7824c2ccf descriptive
now run by HSL, Fintraffic and Waltti Solutions
Published field
snippet · verbatim
Mapping
mapped · no interpretation or interpolation added by this file
What the mapping says
Fintraffic: 'The journey planner service is produced, maintained and developed in a collaboration between HSL, Waltti Solutions Oy and Fintraffic.'
Caveat
No claim-specific caveat recorded

Sources carrying this claim

  1. Fintraffic — Digitransit
Claim 5 clm-da4286b3e3c03fa9 descriptive
which Estonia, several German cities and Oklahoma City also use
Published field
snippet · verbatim
Mapping
mapped · no interpretation or interpolation added by this file
What the mapping says
Forum Virium (2019): Estonia's Road Administration (Maanteeamet) began using Digitransit for its journey planner. The OSOR case study lists further instances in German cities (Herrenberg, Ludwigsburg, Aachen, Brandenburg) and Oklahoma City.
Caveat
Oklahoma City rests on the OSOR case study alone; the local transit agency's own materials describe a trip planner without naming Digitransit.

  2. European Commission Interoperable Europe (independent)
Claim 6 clm-40d19100fb1f78cf descriptive
Helsinki's first step was cheap because the interface already existed: someone only had to tell developers about it
Published field
lesson · verbatim
Mapping
mapped · no interpretation or interpolation added by this file
What the mapping says
HRI: the Reittiopas service 'already had open data interfaces created previously. It was easy to get started with the unlocking of data: one had to simply tell others about the interface, although it had been originally designed for internal use.' HSL's manager: 'I only needed the approval of my superior and enough funding.'

No claim-specific caveat recorded

Sources carrying this claim

  1. Helsinki Region Infoshare — Helsinki Region's Public Transport Data (2 years of open data, 2013)
Claim 7 clm-0ec3f0db08f0eb48 descriptive
Estonia's road administration adopted it expecting lower costs and a quicker timeframe

lesson · verbatim
Mapping
mapped · no interpretation or interpolation added by this file
What the mapping says
Forum Virium: Kaspar Karm of Maanteeamet: 'We're delighted to be starting technical and business cooperation, allowing us to benefit from Finnish knowledge and experience to deliver a new journey planner in Estonia with lower costs and a quicker timeframe.'
Caveat
An expectation stated at adoption, not a measured saving.

Claim 8 clm-3599545a823fa9fc descriptive

What the mapping says
Forum Virium's project manager Jari Honkonen: 'In an open platform all development results will be shared with others, therefore it is to everyone's benefit to have more partners who can participate in common development.'
Caveat
No claim-specific caveat recorded

Timeline of the Journey Planner interface: discovered by developers in 2008, opened and documented after the 2009 Apps4Finland enquiry, made public in 2010, 600 registered API users by May 2012. HSL's project manager puts the cost of the open interfaces at about €60,000 over three years for the Journey Planner, against about €5 million for the whole service.

Known limits of this file
  • Publisher names and source languages have not yet been classified; domains are recorded without guessing.
  • Existing source notes are descriptive locators, not page- or paragraph-exact citations.
  • A missing archive, publication date or content hash is shown as null rather than inferred.
  • The project-level evidence grade ranks the strongest source in the entry; it is not a truth score for every claim.
