The UOC news item, from the university that co-develops the project, confirms the attribution: decidim.barcelona "is the digital platform for participatory democracy of the City Council of Barcelona".
Caveat: The source attaches February 2016 to Barcelona's own installation, not to the open-source project. Decidim dates decidim.org, the software project, to 1 February 2017 — a year later.
