Toronto Subway Automatic Train Control Resignalling

The TTC replaced 1950s fixed-block signalling on Line 1 Yonge-University with Alstom moving-block CBTC, finishing in September 2022 — seven years past the original 2009 contract's August 2015 target, and already three years late and C$98M over budget at a 2019 checkpoint. Trains accelerate, cruise and berth themselves, but an operator stays in the cab; what automation actually removed was the second crew member, with one-person operation covering all of Line 1 from November 2022. The TTC says the line now runs about 30 trains per hour at peak instead of about 25. Line 2 Bloor-Danforth is a separate, later retrofit: Hitachi Rail Canada won the contract in July 2026, with completion scheduled for 2037.

TTC figures: about 30 trains per hour at peak on Line 1, up from about 25, and roughly 33,000 passengers per hour, up from about 28,000. The TTC also reports signal-related delays falling after late 2022. Both are agency self-reported figures; no independent evaluation of delivered headways was found.

🎓 Lesson

Ask what a resignalling retrofit actually buys. Toronto's payoff shows up in crew positions and delay minutes more than in headway: ATC let the TTC drop the guard from every Line 1 train, while the advertised capacity gain remains the agency's own number and is capped well below what moving-block signalling can theoretically deliver by terminal turnback limits, not by the signals.
