Midtown in Motion Adaptive Traffic Control
New York City's transport department wired 110 Midtown blocks in July 2011 with microwave sensors, cameras and E-ZPass readers that clock cars between intersections, letting engineers at its Traffic Management Center retime signals remotely instead of sending a crew to each one. A 2012 expansion took the zone to about 270 blocks, and a 2024 state audit put the system at over 500 intersections. DOT measured a 10 percent travel-time gain in phase one. It did not hold: average Midtown speeds fell from 6.4 mph in 2010 to 4.6 mph by mid-2024, and only the 2025 congestion toll cut traffic, by 11 percent.
📊 Impact
10 percent improvement in avenue travel times across the original 110-block zone in phase one, measured by NYC DOT on its own E-ZPass readers (preliminary, no control group). Now covers 500+ signalized intersections with 160 microwave sensors, 50 cameras and 100 E-ZPass readers.
🎓 Lesson
Retiming signals faster moves the traffic that is already there; it cannot make road space. Fourteen years of adaptive control did not stop Midtown speeds falling — putting a price on driving did.
