eko360: the Lagos Bureau of Statistics Open Data Portal
The catalogue that serves Lagos belongs to the state, not the city. eko360 is run by the Lagos Bureau of Statistics, a department of the Lagos State Ministry of Economic Planning and Budget, and it is mostly a publication library. On 26 July 2026 its dataset page listed eight downloadable datasets, with no pagination: school enrolment, primary health facilities, landfill tonnages, employment-fund lending, oil and gas supply volumes, public works, adult education, and a domestic and sexual violence report. The separate publications section, by contrast, paginates across three pages of PDF reports. Offered formats include Excel and Word, but also PDF and JPEG. No licence appears anywhere on the portal, and no terms-of-use document could be found. The only statement of reuse rights is an FAQ answer: readers are free to use the information provided the source is acknowledged, commercial use requires compliance with terms of use that are not published, and it is strictly prohibited to modify any figures. Read literally, that last sentence withholds the right to make derivative works, which is the right an open licence exists to grant.

Counted directly on the operator's own site on 26 July 2026: 8 datasets on the dataset page, none carrying a licence field, with no pagination control, no total counter and no API. 0 licence statements across the eight routes checked (home, about, datasets, publications, interactive analysis, slice and dice, FAQ, terms); the /terms route serves only the application shell and a cookie notice. The publications list showed 20 PDF reports on page one and a control reading 1 of 3 at 20 rows per page, so between 41 and 60 reports in total: the exact figure could not be counted because no total is displayed and the pagination is client-side. The most recent publications are dated March 2026. Three sectors are offered as dashboards: health, education and economic affairs. Download formats offered are Excel, Word, PDF and JPEG. The Slice and Dice query builder returned the message There are no locations for this organization when loaded.
🎓 Lesson
Counting datasets is the wrong first question for a portal like this. Eight spreadsheets with no licence are less reusable than one spreadsheet with a clear one, and an FAQ sentence is not a licence: it grants nothing, binds nobody, and can be rewritten without notice. A statistics bureau publishing reports is not the same thing as a government publishing data.
