Sergek Video Enforcement Network (now Presight)

Sergek, a home-grown video-enforcement network, went into full operation across Astana in 2017: a private consortium led by Korkem Telecom installed cameras that read plates and record speeding, red-light and lane violations, which police confirm with an electronic signature before a fine is issued. By November 2018 it counted roughly 4,600 traffic units plus 4,000 public-order cameras; fines — 51.5 billion tenge levied over 2017–2025, of which 38.3 billion was collected — go entirely to the city budget, while the operator was paid a flat service fee independent of violation counts. When the PPP expired in 2025 the city took the infrastructure into state hands and signed a five-year, 53-billion-tenge PPP with Presight, a subsidiary of the Emirati AI group G42, which restarted the network in December 2025 and is scaling it toward 22,000 cameras, some 60,000 feeds linked to a Unified Situational Center and 15 auto-detected violation types, up from four — most of the new types still in test mode in spring 2026.
