Santander earned its place in smart-city history as a giant open-air laboratory. From 2010 the northern Spanish city hosted SmartSantander, an EU-funded research testbed that mounted and buried some 12,000 sensors across its streets and lampposts — measuring parking, lighting, waste, traffic and the environment at a density few cities have matched. The FP7 project wrapped up in 2013, but it became a widely cited reference model for how to instrument a city.
