Monrovia enters the atlas at the tax counter. In July 2025 the Liberia Revenue Authority, headquartered in the capital, launched an Integrated Orange Mobile Money Platform with Orange Liberia and Ecobank that ties Orange Money directly to the national LITAS tax system. Liberians can now pay taxes and fees for 18 government ministries and agencies by dialling a USSD code on any phone — no internet, no queue — and get an official LRA receipt by SMS within seconds. It is national e-government plumbing, run from the capital, reaching taxpayers who were never online.
The atlas documents 1 project in Monrovia: 1 still running without a verdict. The entry carries an evidence grade — the strongest here is official (1 entry) — and links its sources.

One city the atlas reads next to Monrovia — the reason first, then the entries it rests on. Chosen by hand from the Monrovia threads below, not counted out of them.
-
🇸🇩 Khartoum
In both capitals the payment rail is what reaches people no bank branch does — and neither rail belongs to the city: one a state gateway dialled from any phone, the other a single private bank's app.

Every editorial link from Monrovia's entries into another city, strongest first. Each one is a statement about two projects, not about two cities — the three above are the ones the atlas is willing to make at city level.
- 🇦🇷 Buenos Aires: Boti — WhatsApp City Assistant Two governments meeting citizens on the phones they already have: Buenos Aires via a WhatsApp bot; Liberia via a no-internet USSD tax line.
- 🇮🇳 New Delhi: Doorstep Delivery of Public Services Delhi answered the same divide with people, not USSD: call 1076 and a contracted clerk arrives with a tablet for 50 rupees.
- 🇨🇩 Kinshasa: DGRK Digital Tax Collection Platform Two African tax platforms, two routes: Monrovia's LRA runs on USSD, no internet needed; Kinshasa's DGRK built a web portal for property tax.
