  1. 1 📡 ShotSpotter Acoustic Gunshot Detection 🇺🇸 Chicago · 2012 · Failed · Independent 📉 The measurement worked and nothing followed. The city could hear the shots; what its own watchdog could not find was any effect on the cases that followed.
  2. 2 📡 City Data Exchange 🇩🇰 Copenhagen · 2016 · Failed · Official 🧪 The pilot never became a service. A marketplace for city data, built and staffed, closed after two years because too few would sell and too few would buy.
  3. 3 🚲 Aayalolo: Accra's BRT That Became a Quality Bus Service 🇬🇭 Accra · 2016 · Scaled back · Independent 🧩 Half a system. Ghana bought the buses and the contactless fare system, then cancelled the 9.1 km of dedicated lane that was the point.
  4. 4 📡 Mumbai Water Distribution Improvement Programme 🇮🇳 Mumbai · 2014 · Failed · Independent 📜 The contract decided it, not the technology. The contractor delivered 18.6% of the contract value by the deadline; the rest went to arbitration.
  5. 5 🏛️ Sidewalk Toronto (Quayside) 🇨🇦 Toronto · 2017 · Failed · Media ✋ People said no. The most heavily instrumented neighbourhood ever drawn was stopped by unresolved data-privacy questions before a single foundation was poured.
  6. 6 📡 The Line 🇸🇦 NEOM · 2021 · Scaled back · Media 🏗️ Announced far larger than built. A 170 km linear city became a 2.4 km first phase within three years — the correction was as public as the promise.

What this route shows

Only the last of these six failed at the technology. The other five failed at a consequence, a customer, a lane, a contract and a public — which is why the pattern repeats in cities that studied the previous case carefully.
