A second Contraloría finding, from its first-half 2025 audit: COP 2,274M paid in 2024 under contract SCJ-1816 of 2023 for corrective maintenance the contractor escalated to Enel or ETB instead of performing (Blu Radio, 8 Oct 2025, gives 1,034 such visits).
