Success audit 2026-10-14: every source re-read and dated, claim array completed; corrections: lesson: 'The least checkable' no longer holds: the city published measured results with a randomised method in 2013 (via its press release, summarised by NIES and the trade press). 'The most-cited thing a city has done' has no source. The accurate point — the English page carries no figures — is kept, now with what the results actually are.
