Tehran's longest-running smart-mobility effort is its central Traffic Zone, a permit-only cordon around the city core dating to 1980 that the municipal Tehran Traffic Control Company gradually automated with roughly 103 licence-plate-recognition cameras. In March 2018 the city retired both the flat annual permit and the alternating odd-even plate ban, moving to a fully digital scheme that charges drivers per day of entry, scaled by time of day and how long they stay. Enforcement runs 6:30am to 7pm on most days, and the scheme remains in force, studied by researchers for its effects on travel behaviour and even property values.
