Kigali is unusually legible, and legibility cuts both ways. A parcel-level zoning portal tells any owner what may be built on their land and when their neighbourhood is due to be rebuilt. A validated sensor network — real ground stations, not the satellite-modelled readings that stand in for other African capitals — scores the city's car-free mornings after the fact. A contactless card has carried hundreds of millions of bus journeys since 2015. What none of the measuring systems do is fire anything: the levers Kigali pulls run on a calendar and a vehicle inspection bay, not on a threshold.

How Kigali got smart
Kigali's first layer was a fare. Since 2015 the city's three bus operators have run cashless on Tap&Go, a contactless card from a local company that has since powered more than 298 million journeys and helped operators recover 30-40% of fare revenue that used to leak away. It has outgrown the city that adopted it, spreading into Cameroon — a rare case of a municipal system becoming a regional platform rather than a procurement.
The second layer is the ground itself. The city publishes its statutory land-use plan as a public web map in which every one of 557,949 parcels carries a zone, an implementation phase and the seven-year window in which that change is due — and the map is what a building permit is checked against. Legibility cuts both ways: the same map that tells an owner what may be built also dates their neighbourhood's rebuilding, and a peer-reviewed interview study records displaced households reporting compensation too low to buy back nearby.
Since September 2021 the environment authority has run a public air-quality portal whose eleven Kigali stations use low-cost monitors validated against a reference-grade instrument — a real ground layer, not the satellite model that stands in for other African capitals. It has already scored the city's own interventions: peer-reviewed work found PM2.5 14.8% lower during the car-free morning window, with no evidence of rebound afterwards.

Kigali measures better than most capitals on this continent and acts on none of it automatically. Car-free Sundays are fixed to the calendar, the emissions rules are enforced one vehicle at a time at the technical inspection, and no ambient reading crosses a threshold and triggers a restriction. The network's job is to score interventions after the fact, which it does unusually well. The open question is whether a reading is ever allowed to start one.
