Cauayan City, on the Cagayan River in Isabela province, brands itself 'the Innovative City of the North.' Both of its atlas entries trace back to the same exposure: the city sits in one of the Philippines' most typhoon- and flood-prone river basins, and dengue is endemic. After Typhoon Ulysses flooded the Cagayan basin, the city partnered with geospatial startup Graffiquo to build a drone-based 3D digital twin for faster disaster-damage assessment, later described in trade press as the Philippines' first city-scale digital twin. A separate DOST- and Isabela State University-backed research project, C-DEWS, is field-testing a camera-equipped IoT mosquito trap that reads dengue-carrier eggs with peer-reviewed 99.5% accuracy; it remains a validated pilot, not yet a citywide system, and was a 2025 Bloomberg Global Mayors Challenge finalist.
